On 16th December 2009, David Hayes led an industry team from the Export Group for Aerospace & Defence (EGAD) (www.egad.org.uk) to give evidence to the UK Parliament Committee on Arms Export Controls (CAEC). EGAD is the UK’s leading trade body on export control matters and was formed by the merger of the export control groups of the Society of British Aerospace Companies (SBAC) and the Defence Manufacturers’ Association (DMA). These bodies have themselves since merged to form Advancing UK Defence Aerospace & Security Industries (A|D|S).
The Committee on Arms Export Controls exercises an oversight function in relation to strategic export controls, i.e. controls affecting exports of both military and dual-use items, from the UK. These controls impact many industries, ranging from nuclear, through engineering and machine tools, to oil and gas, communications, electronics, chemicals, material processing, space and propulsion and many others. Their impact and the effort required by companies to ensure compliance is considerable but the consequences of failing to do so can be serious, including imprisonment for up to ten years. For this reason the dialogue which exists between industry, via EGAD, and the Committee is highly valued.
