Many flat roofs - especially on older buildings - are covered with a layer of gravel. The stones are there as ballast, in order to hold the roofing membrane in place and prevent it from being lifted or torn by wind and rainstorms. The use of stone as roofing ballast is nothing new - even ancient thatched roofs have often been weighed down by rocks, though modern stone ballast has been used since the early seventies. Recent advances in roofing technology have reduced the need for loose stones, making the process simpler and less messy. Today, loose gravel is used less and less frequently, with roofers either using ballast in the form of heavy concrete blocks that can't as easily be disturbed, or foregoing ballast altogether, instead using glue or other means of adhering the roofing membrane.

When it is time to repair or replace a membrane roof, the gravel ballast must be removed and disposed of properly. This used to be a difficult process, with tons of gravel needing to be removed manually with shovels; however, the Eagle Rivet article talks about modern solutions that are vastly quicker and easier. Today, gravel ballast is removed with large truck-mounted vacuum systems - a vacuum truck is parked near the building, a hose is stretched from the truck to the roof, and all the loose stone is sucked down into storage containers. The removed gravel can be reused as ballast, or disposed of as the customer sees fit.
